Hermes, Overseer of Elpis would be a strong addition to a blue-based spellslinger deck in Magic: the Gathering, especially one focused on creating multiple small creatures and generating value from casting noncreature spells. While this card can have synergies with bird tribal decks, it may not be as competitive as other options such as Young Pyromancer or Talrand, Sky Summoner, which have similar effects but provide more consistent and impactful token generation. In a more casual or themed deck, Hermes could definitely see play and add an interesting dynamic to gameplay.
