Cybernetic Overflow would be most beneficial in a Cyber Dragon deck, as it leverages the unique mechanics of banishing Cyber Dragons of different Levels to control the board by destroying your opponent's cards. This card synergizes well with the deck's ability to quickly summon powerful monsters and manage resources. While there are other strong options in the game, such as Infinite Impermanence for negation or Mystical Space Typhoon for general removal, Cybernetic Overflow offers a unique advantage by both clearing your opponent's field and providing card advantage if destroyed.
