This card, Hysterical Blindness, would be beneficial in a control deck that focuses on stalling the opponent's creatures and maintaining board control. While it can be useful in certain situations, there are better cards available such as Sleep or Whelming Wave which offer similar effects but with more versatility. Overall, Hysterical Blindness may not see much play in competitive decks due to its limited impact compared to other options available.
