This Rain Storm card would be beneficial in a Cloudian archetype deck that focuses on controlling the field and disrupting the opponent's plays. While it offers versatility in being able to target either Spells/Traps or multiple cards for removal, its cost of reducing the ATK of a Cloudian monster may not always be worth the effect. There are potentially better trap cards available that offer similar or more powerful effects without the drawback of reducing ATK, such as Torrential Tribute or Solemn Strike. Overall, Rain Storm may see situational play in specific Cloudian decks but could be replaced by more efficient options in most cases.
