Resounding Thunder, Instant, designed by Jon Foster first released in Oct, 2008 in the set Shards of Alara and was printed exactly in 2 different ways. It's currently being selled by the minimum price of 0.70.
A red burn deck would benefit from including Resounding Thunder due to its efficient 3 damage for 2 mana and the potential for 6 damage when cycled. However, there are better options like Lightning Bolt or Chain Lightning which provide similar or better damage output for less mana cost, making Resounding Thunder less likely to see play in competitive Magic: the Gathering decks.

Cycling is an activated ability. Effects that interact with activated abilities (such as Stifle or Rings of Brighthearth) will interact with cycling. Effects that interact with spells (such as Remove Soul or Faerie Tauntings) will not.

The cycling ability and the triggered ability are separate. If the triggered ability doesn’t resolve (due to being countered with Stifle, for example, or if all its targets have become illegal), the cycling ability will still resolve and you’ll draw a card.
