This card, Merrow Grimeblotter, would be beneficial in a control deck that focuses on tempo and disruption, as it can help to weaken opposing creatures and control the board. However, there are potentially better options available in the current Magic: the Gathering card pool, such as cards that offer more versatile or impactful effects for a similar cost. If the permanent is already untapped, you can’t activate its ability. That’s because you can’t pay the “Untap this permanent” cost.

When you activate an ability, you untap the creature with that ability as a cost. The untap can’t be responded to. (The actual ability can be responded to, of course.)
