This card would benefit decks that focus on a strategy of constantly bringing creatures onto the battlefield, such as token decks or decks with a lot of creature recursion. While Stormrider Rig can be useful in such decks for its ability to boost equipped creatures and move around easily, there are potentially better equipment cards available that offer more impactful effects or better value for their cost, such as Sword of Fire and Ice or Umezawa's Jitte. Whether Stormrider Rig should see play ultimately depends on the specific strategy and synergy of the deck it is being considered for.

If the creature that entered the battlefield is no longer on the battlefield as Stormrider Rig’s second ability resolves, Stormrider Rig doesn’t move. This is also true if that creature can’t legally be equipped by Stormrider Rig.
