A deck that focuses on hand advantage and deck manipulation, such as a control or combo deck, would benefit from including Vortex Trooper in its strategy. While Vortex Trooper provides a decent draw and hand refreshing effect upon being Normal Summoned, there are other cards like Thunder Dragon or Cardcar D that offer similar benefits more efficiently. However, Vortex Trooper could still see play in decks looking for additional draw power or ways to cycle through their hand.
