This card would benefit a white weenie or soldier tribal deck in Magic: the Gathering, as it provides a way to buff up Soldier creatures and enable them to block additional creatures each combat. While Cenn's Tactician is a solid choice for such decks, there are potentially better options like Veteran Swordsmith or Preeminent Captain that offer more immediate value or synergy with the tribal theme, so its inclusion would depend on the specific strategy and synergies of the deck.

The second ability is cumulative. That is, each creature you control with any +1/+1 counters on it can block an additional creature for each Cenn’s Tactician you control. Cenn’s Tactician doesn’t care whether the creature has any +1/+1 counters on it beyond the first.
