This card would benefit a Destiny HERO deck that focuses on quickly summoning high-level monsters by leveraging the graveyard. While Over Destiny offers a quick way to bring out a lower-level Destiny HERO monster from the deck, its drawback of being destroyed at the end of the turn limits its long-term effectiveness.
