This card would be beneficial in a control deck that focuses on casting noncreature spells to enable Silburlind Snapper to attack. However, there are potentially better options available, such as Torrential Gearhulk, which not only provides a powerful body but also allows you to cast an instant spell from your graveyard when it enters the battlefield. Whether Silburlind Snapper should see play would depend on the specific strategy and synergy of the deck it's included in.
