Canopy Claws, Instant, designed by Matthew Mitchell first released in May, 2020 in the set Judgment. It's currently being selled by the minimum price of NZ$ 0.61.
This card, Canopy Claws, would be beneficial in a green-based aggro or midrange deck looking to disrupt opponents' flying creatures temporarily. While it provides a useful effect for its cost, there are potentially better options available such as Plummet or Clip Wings for more permanent removal of flying creatures. Canopy Claws could see play in certain metas where flying creatures are prevalent, but its effectiveness may vary depending on the overall strategy of the deck.

You can cast a spell using flashback even if it was somehow put into your graveyard without having been cast.

“Flashback [cost]” means “You may cast this card from your graveyard by paying [cost] rather than paying its mana cost” and “If the flashback cost was paid, exile this card instead of putting it anywhere else any time it would leave the stack.”
