Hydro Genex would be a great addition to a Water-themed deck that focuses on swarming the field with non-Tuner WATER monsters and utilizing Life Points as a resource. While it has a unique effect of gaining Life Points equal to the ATK of a destroyed monster, there are stronger Synchro monsters available in the game such as Brionac, Dragon of the Ice Barrier or Trishula, Dragon of the Ice Barrier that offer more versatile and impactful effects. However, if your deck specifically benefits from gaining Life Points, Hydro Genex could still see play in a casual or themed deck for its niche utility.
