This card, Gear, is best suited for an Ancient Gear deck that focuses on summoning powerful monsters quickly. While it provides a strong advantage by allowing for the Special Summon of Ancient Gear Golem from both hand and Deck, the cost of sending 3 Ancient Gear cards to the Graveyard and the restriction on Normal Summoning or Setting for a turn can be limiting.
