Chill of Foreboding, Sorcery, designed by Terese Nielsen first released in Feb, 2012 in the set Dark Ascension. It's currently being selled by the minimum price of 2.36.
A control deck focused on milling the opponent's library would benefit from including Chill of Foreboding, as it disrupts their strategy while providing potential card advantage through its flashback ability. However, there are more efficient mill cards available, such as Glimpse the Unthinkable or Mind Funeral, which offer greater milling potential for a similar cost. Chill of Foreboding may not see widespread play in competitive decks due to its higher mana cost and less impactful milling effect compared to other options available.

To determine the total cost of a spell, start with the mana cost or alternative cost (such as a flashback cost) you’re paying, add any cost increases, then apply any cost reductions. The converted mana cost of the spell is determined only by its mana cost, no matter what the total cost to cast the spell was.

You can cast a spell using flashback even if it was somehow put into your graveyard without having been cast.

“Flashback [cost]” means “You may cast this card from your graveyard by paying [cost] rather than paying its mana cost” and “If the flashback cost was paid, exile this card instead of putting it anywhere else any time it would leave the stack.”
