A deck focused on aggressive creature strategies, such as a red aggro or token deck, would benefit from using Incite Rebellion as it can deal significant damage to both players and their creatures based on the number of creatures they control. However, there are potentially better cards like Earthquake or Rolling Earthquake that can provide more consistent and impactful board control in a wider range of situations, making Incite Rebellion a situational card that may not see much play in competitive Magic: the Gathering decks.
