Salt Flats, Land, designed by Scott Kirschner first released in Oct, 1997 in the set Tempest and was printed exactly in 3 different ways. It's currently being selled by the minimum price of 20.27.
Salt Flats could be beneficial in a control deck that focuses on mana fixing and has access to both white and black spells. However, the self-inflicted damage may deter some players from including it in their deck. The card could be replaced by more efficient dual lands like Godless Shrine or Isolated Chapel, which provide the same color fixing without the drawback of dealing damage to the player. Ultimately, Salt Flats may not see much play in competitive decks due to its downside.
