This card would be beneficial in a ramp deck that focuses on quickly getting lands onto the battlefield to accelerate mana production. While Scaled Herbalist provides a consistent way to put lands into play, there are arguably better options like Sakura-Tribe Elder or Farseek that offer additional benefits such as ramping and fixing mana. However, Scaled Herbalist could still see play in a budget or more casual deck where its ability to ramp is valuable.
