A control or tempo deck that values card selection and manipulation of the top of the library would benefit from using Shimmer of Possibility. While it provides some card advantage and helps with setting up future draws, there are better options like Ponder or Preordain that offer more selection and manipulation for the same mana cost. Shimmer of Possibility could see play in budget decks or as a filler card until better options are available.
