Sluggishness would be particularly beneficial in an aggressive or tempo-oriented deck that aims to apply pressure by disabling blockers, allowing your creatures to get through for damage. It synergizes well with decks that focus on quick, low-cost creatures or those that can capitalize on evasion, such as red aggro or burn strategies.
