Tornado, Enchantment, designed by Susan Van Camp first released in Jun, 1996 in the set Alliances and was printed exactly in 2 different ways. It's currently being selled by the minimum price of $ 0.59.
This card, Tornado, would be beneficial in a green-based control deck that focuses on resource denial and removal. While the Cumulative Upkeep cost can be a drawback, the ability to destroy target permanents by paying life and adding velocity counters provides a powerful removal option. However, there are better options available such as Beast Within or Acidic Slime that offer more flexibility and efficiency, making Tornado less likely to see play in competitive Magic: the Gathering decks.
