Enthralling Victor, Creature — human warrior, designed by Winona Nelson first released in Jul, 2015 in the set Magic Origins and was printed exactly in 4 different ways. It's currently being selled by the minimum price of 6.10.
Enthralling Victor would be beneficial in a red aggressive deck focused on tempo and aggression, as it can disrupt the opponent's board state by stealing a small creature and potentially using it to attack right away. However, there are better cards like Zealous Conscripts which can steal any creature regardless of power and permanently, making it a more versatile and impactful choice. Enthralling Victor could see play in specific metagames where stealing smaller creatures is valuable, but overall, it may not be a top-tier card for competitive play.

Once Enthralling Victor’s ability resolves and you gain control of a creature, raising its power above 2 won’t cause you to lose control of it. Similarly, it doesn’t matter if Enthralling Victor leaves the battlefield or you lose control of Enthralling Victor. You’ll keep control of the creature that was the target of the ability until the end of the turn.
