Polluted Mire, Land, designed by Stephen Daniele first released in Oct, 1998 in the set Urza's Saga and was printed exactly in 13 different ways. It see play in 1 formats: Commander. It's currently being selled by the minimum price of 1.71.
Polluted Mire would be beneficial in a black-based control deck that focuses on resource management and card advantage. While it enters the battlefield tapped, it provides a consistent source of black mana and the option to cycle for card draw when needed. However, there are better options available such as the more versatile and efficient dual lands like Watery Grave or Underground River, which provide both black and blue mana without the drawback of entering tapped. Polluted Mire could see play in budget decks or in decks that specifically need cycling effects, but in most cases, there are better land options to consider.

Cycling is an activated ability. Effects that interact with activated abilities (such as Stifle or Rings of Brighthearth) will interact with cycling. Effects that interact with spells (such as Remove Soul or Faerie Tauntings) will not.
