A deck that focuses on card advantage and doesn't mind sacrificing a bit of life for it would benefit from using Succumb to Temptation, especially in a black-heavy deck where the mana cost is easily met. However, there are better cards like Sign in Blood or Night's Whisper that provide similar card draw effects without the life loss, making Succumb to Temptation less optimal for competitive play unless the life loss is not a concern or the deck specifically benefits from it.
