While it provides a unique ability to exile cards from the opponent's library, there are potentially better cards like Thoughtseize or Inquisition of Kozilek that offer more immediate and impactful disruption. However, Thoughtpicker Witch could still see play in a deck looking to grind out incremental advantages and disrupt the opponent's game plan over time.
