A deck focused on controlling the board state with a combination of removal and stalling tactics would benefit from using Withering Wisps. This card could help maintain control during the late game by providing a consistent source of damage to clear out threats and pressure the opponent's life total. However, there are other more efficient options for dealing damage, such as Pestilence, which has the potential for higher damage output and doesn't require snow Swamps for activation. Ultimately, while Withering Wisps may have niche applications in certain control decks, it might not be a top choice for competitive play.

Withering Wisps’s triggered ability has an “intervening ‘if’ clause.” That means (1) the ability won’t trigger at all unless there are no creatures on the battlefield when a turn’s end step begins, and (2) the ability will do nothing if there are any creatures on the battlefield by the time the ability resolves.
