Millstone, Artifact, designed by Kaja Foglio first released in May, 2020 in the set Antiquities and was printed exactly in 25 different ways. It's currently being selled by the minimum price of 0.82.
A millstone card like the one you described would benefit a mill deck strategy in Magic: the Gathering, where the goal is to force the opponent to draw cards from their library until they run out and lose the game. While Millstone is a classic card for this strategy, there are more efficient options available, such as Mind Grind or Sphinx's Tutelage, which can mill multiple cards at once or provide additional benefits. However, Millstone can still be a viable option in certain deck builds, especially for budget or casual play.
