Psychic Whorl would be beneficial in a deck that focuses on discard and graveyard synergies, particularly in a Rat tribal deck where the surveil ability can help dig for more Rats or key pieces. While it's a decent card for the theme, there are potentially better options like Liliana's Triumph for more efficient discard or Thoughtseize for targeted hand disruption. Psychic Whorl could see play in a casual Rat-themed deck, but may not be as competitive in more optimized strategies.
