A deck that heavily relies on Pendulum Summoning and manipulating Pendulum Scales, such as a Pendulum Magician deck, would benefit from using Pendulum Shift to disrupt the opponent's Pendulum Zones and establish their own scales for powerful plays. While Pendulum Shift can be situationally useful, there are better cards like Wavering Eyes or Cosmic Cyclone that offer more versatile and impactful effects in the current meta, making Pendulum Shift less likely to see consistent play in competitive decks.
