A deck that focuses on disrupting the opponent's Spell/Trap cards and gaining advantage through setting additional Spell/Trap cards would benefit from including Dust Tornado. While Dust Tornado is a decent option for backrow removal and setting a new card, other cards like Mystical Space Typhoon or Twin Twisters offer more flexibility and immediate removal at the cost of not being able to set a new card. Dust Tornado could still see play in decks that require specific interactions with the opponent's Spell/Trap cards or need the option to set a new card for future plays.
