This card, Foul Presence, would benefit a deck focused on controlling the board by weakening opponent's creatures. Decks that aim to reduce the power and toughness of enemy creatures would find this card useful. However, there are more efficient cards like Dead Weight or Fatal Push that offer similar effects for a lower cost, making them better options in most scenarios. Foul Presence could see play in a budget deck or in a specific strategy that requires multiple effects like this, but in general, there are better alternatives available.
