A deck centered around Cloudian monsters would benefit from using Summon Cloud, as it provides a consistent way to Special Summon Level 4 or lower Cloudian monsters for field presence. However, there are more versatile and powerful cards available in the Yu-Gi-Oh TCG that offer similar effects without the restriction of needing to control no monsters, such as Monster Reborn or Call of the Haunted. Therefore, while Summon Cloud can be useful in a Cloudian-themed deck, it may not be the most optimal choice for competitive play.
