Tomozaurus, being a Normal Monster with a low cost of 2 YGO-Earth, could fit into a deck that focuses on swarming the field with multiple monsters, such as a Normal Monster or Earth themed deck that benefits from cards like Summoner Monk or The Light - Hex-Sealed Fusion to quickly bring out additional monsters.
